The lock/unlock button for editing My Start Pages only works for some users and not others — what permission controls this?

Grant the 'GUI Settings - My start page unlock for edit button' permission — it's found under the 'IFS Base Functionality' node on the Presentation Objects by Module tab when creating or editing a permission set. Users without this specific permission granted won't be able to use the lock/unlock button to edit their Start Page, even if their other permissions look otherwise complete.
