There isn't an IFS Middleware Server Admin Console in IFS Cloud at all — Cloud doesn't have an IFS Middleware Server the way Apps10 does, so this console simply doesn't exist there. Instead, find the Client ID and Secret directly in Aurena, under Solution Manager > Users and Permissions > Identity and Access Manager > IAM Client Details — this is the Cloud-native equivalent location for this information, replacing the Apps10 Admin Console lookup entirely.
