This isn't something configured on the IFS/IAM side — silent automatic sign-in like this is typically a browser-level behavior (a saved session, cached credential, or autofill), so look at the browser's own password/account-saving settings for the affected users rather than searching for an equivalent setting in the external identity provider configuration in IFS.
