Revoke the 'GUI Settings - Theme configuration in options dialog' permission from the relevant permission set(s) — it's found under the 'IFS Base Functionality' node on the Presentation Objects by Module tab in the New Permission Set window. With this permission revoked, the theme option is no longer changeable by the user through the Options dialog.
