With TLS 1.0/1.1 being phased out industry-wide, is IFS Connect's mail sender (used for emailing via Office 365/Exchange) able to use TLS 1.2, and from which release is this supported?

TLS 1.2 support has been available since Application 8, so any reasonably current release line already supports it — the practical step is making sure TLS 1.2 is actually enabled/checked in your mail sender's connection configuration rather than left on an older negotiated protocol version, since email providers dropping support for TLS 1.0/1.1 would otherwise start rejecting the connection.
