Can an ExecuteWorkflow-type Command button be added to a page in the B2B supplier portal, the way it can on regular Aurena pages — trying it produces a 'Metadata not found' error every time, across every B2B page and several IFS Cloud versions?

No — the B2B portal/gateway isn't currently supported by Workflow at all, which is why trying to bind an ExecuteWorkflow command to any B2B portal page fails with the same metadata error regardless of the specific page or version. This is a platform limitation rather than a page-specific configuration problem.
