Is there a way to enrich a built-in system Application Defined Event, like the Approval Routing step-approved event that sends an email, with additional looked-up information — for example showing a Document's title and class description instead of its raw document number?

A built-in Application Defined Event itself can't be directly extended with extra data. Instead, chain a separate custom event off of it: from the original system event, add a custom SQL/PL-SQL action that looks up whatever additional data is actually needed, like the document's title or class description; create a brand-new custom Event specifically to carry that enriched message, one that isn't itself tied to any record being created or modified, used purely as a message/mail carrier; and have the action on the original system event call that new custom event, passing the newly looked-up values through as its parameters. Configure the new custom event's own email/notification action to use those richer parameters instead of the original event's more basic ones.
