Is there a way to schedule a BPA workflow to run at a specific future time or on a recurring schedule, rather than only in response to an event trigger — is there a package procedure that supports this?

As of when this was last confirmed, no native timer/planned-execution capability existed for workflows — a timer start event was on IFS's product roadmap as an open idea, but not yet available. The practical workarounds in the meantime are to use something that does support native scheduling as an indirect trigger instead, such as a Scheduled Database Task running a report, or a Data Migration job's own scheduling, configured to kick off the process you need at the required time.
