A Maintenance user can't be selected as a Resource in the Resource Allocation dialog, and the help text points to a 'Scheduling Basic Data' screen that doesn't seem to exist under that name in this version. What's actually missing?

Check the user's Employee File record for a Period assignment — a missing Period on the Employee File (rather than anything in a differently-named 'Scheduling Basic Data' screen) has been the actual cause of a Maintenance user not being selectable as a Resource in Resource Allocation. Setting the Period on their Employee File resolves it.
