Can an equipment object's Object ID be changed after creation, for example when it moves between sites?

Treat the Object ID as effectively fixed once created — a separate logical key (an equipment object sequence, distinct from Object ID and site) is what's meant to support moving an object between sites or companies without renaming it, rather than the ID itself being editable.
