Trying to reposition the Questions and Actions tab lower on a Safety Inspection window (to free up more header space) through Profile > Features doesn't seem to have any effect.

Profile > Features isn't the right place for this — instead, right-click directly on the Safety Inspection window itself and go to Properties > Layout, where you can adjust the window's layout, including repositioning tabs like Questions and Actions. This window-level Properties > Layout option controls the actual screen layout, separately from the broader Profile > Features personalization settings.
