A new custom field, added to an existing custom tab's structure on the Functional Object screen, is approved, published, and synchronized, and the configuration has been reloaded — but it still doesn't show up in the Object Properties list to actually add to the tab.

Answer

Go to the Custom Pages tab (found behind the Attributes tab) and right-click your custom page — there should be a Refresh option there specifically, separate from the general configuration reload you already tried. Running Refresh on the custom page itself is what actually pulls a newly-approved custom field into that custom page's available fields, making it selectable to add to your tab.
