The Print Agent zip file is regenerated as part of a reconfiguration and can be found in the instance directory under IFS_HOME (specifically \\<IFS_HOME>\instance\<InstanceID>\) — extract that zip to wherever you want and run the installer from there, rather than expecting a separately-announced download or installer location.
