Log into the WebLogic Admin Console directly (typically at a URL like https://<host>:<port>/console/console.portal?_nfpb=true&_pageLabel=HomePage1) using the dedicated 'ifs' administrative account, and release the locked configuration edit session from there — this clears the lock without needing to run a full application reconfigure.
