There's no native automatic DST-handling feature — the practical approach is building it yourself with Scheduled Database Tasks: set up one scheduled task per site (matching that site's own regional DST rules) that fires right at each changeover and calls a small custom API to update that site's time offset. Since the exact changeover dates are known years in advance, scheduling several years' worth of these tasks upfront avoids needing someone to remember and re-trigger this twice a year manually.
