Answer
Powering the VMs off and back on is fine as long as you shut down the IFS Middleware Server cleanly first — no other special steps are needed purely for a power cycle. For scaling down resources for a low-usage environment, make sure there's still enough memory for however many Managed Servers and whatever Heap memory you keep configured (as a rough guide, 2 Managed Servers at 4GB heap each plus 1GB for the Admin Server calls for at least 12-16GB of RAM with some margin) — for a genuinely low-usage reference environment, scaling down to a single Managed Server with a reduced Heap setting is a reasonable target. Changing Heap/memory settings requires a reconfiguration of the Middleware Server, so plan that change (and any resulting restart) for a proper maintenance window rather than doing it live.
