Add the dbInstaller.connectRole=SYSDBA parameter to the install command (alongside the sysPassword parameter) — by default the installer may attempt to connect as SYS without specifying the required connection role, which Oracle rejects with this exact error; explicitly setting the connect role to SYSDBA on the command resolves it.
