IFS doesn't create or manage individual users inside a customer's own useplaces on a Managed Cloud install — creating users in CFG, UAT, or PROD is the customer's own IT responsibility, so a partner needing access has to go through that customer's internal user-administration process rather than requesting it directly from IFS.
