With Developer desktops being withdrawn for IFS Cloud, is there (or will there be) a Mac build of IFS Developer Studio available, for developers wanting to work natively on macOS rather than through a Windows VM?

No — as confirmed directly with the Developer Studio team, there's no Mac build of IFS Developer Studio available. Mac-based developers currently need to run it through a Windows environment (a VM, Boot Camp, Parallels, or similar) rather than natively.
