Time Card modification is restricted to the employee's own time card, or the time card of someone who reports to you in the HR organizational hierarchy — this error means the target employee is neither, from the calling user's perspective. Confirm the manager/reporting-line relationship (or that it's the user's own record) in HR setup rather than looking for a separate permission-set grant to fix it.
