An Event Action's email condition needs to only fire when a substitution field (like &EMAIL_SENDER_ADDR) actually has a value — without a value, the Application Message fails because there's no recipient. Is there a working way to express an 'IS NOT NULL' condition for an event action?

A LIKE '%' comparison against the field works as an effective IS NOT NULL check here — it evaluates true for any non-null value and false when the field is null, so the event action only fires when the substitution field genuinely has a value, which is exactly the gate you're looking for. A plain equality check against a wildcard won't behave this way, but LIKE '%' specifically does.
