IFS Cloud's web navigation URL scheme (documented for Lobby configurations, but usable for linking to any page) is the current equivalent — it's built from the page's path plus filter parameters identifying the record, rather than a single simple record-ID URL like on-prem apps used. Constructing that URL string dynamically in your business event/workflow logic (matching the same $filter and path structure the browser produces when you open the record manually) reproduces the same deep-linking behavior in Cloud.
