Sending a Stream Message through the StreamSubscriptions projection's FndStreamMessages entity set via REST works fine when the recipient is IFSAPP, but fails with an error when the recipient is set to a real IFS user.

Wrap the stream-message send in your own custom projection action backed by a PL/SQL procedure (rather than calling the FndStreamMessages entity set directly), and call that custom action's REST endpoint from your integration instead — this has been confirmed to work correctly for sending stream messages to real IFS user recipients, sidestepping whatever restriction the direct entity-set call runs into for that specific sender/recipient combination.
