No — a persistent custom attribute's stored value itself can't be made translatable. If the underlying need is for a fixed, translatable set of descriptive values (like country descriptions), use a Custom Enumeration instead of a persistent text attribute — enumeration values do support translation, where a plain persistent attribute's text content doesn't.
