Special characters like € or ® display garbled (e.g. showing as extra characters like Â) when defined as values in an enumeration file, even though the source file itself looks correct.

Answer

Enumeration files have real limitations with certain special/extended characters that can show up as encoding artifacts like this. Rather than trying to fix the character encoding in the enumeration file itself, defining the same values as a List of Values sourced from Site Parameters (instead of an Enumeration) has worked around this exact display problem, since it goes through a different underlying mechanism than the enumeration file's own character handling.
