Check whether an HTML Detail Template has also been defined, not just the HTML List Template — a custom Notify Me notification generally needs both templates set up for its content to actually render in the list; having only the List Template configured (even correctly, with a working query) can leave the rows appearing structurally correct but visually empty until the Detail Template is also filled in.
