In the target permission set, go to the Presentation Objects by Component tab and find the presentation object related to mobile layout configuration, then RMB > Grant on it. Refresh the Security Cache afterward for the change to take effect. Note that the actual layout-adjustment work itself is done from the Enterprise Explorer client, not from within the mobile application — the mobile app just picks up whatever layout was configured there.
