A field grouping/section (like a 'Location Details' area) needs to move from one tab to another on a standard window, or be removed entirely if it ends up empty on its original tab — is this possible without custom development?

Yes, both are plain layout configuration. To move a field grouping to a different tab, change that grouping's Tab Association property to the target tab. If a grouping ends up empty or redundant on its original tab afterward, you can simply untick/disable that grouping entirely from the layout rather than leaving a blank section showing.
