Check whether the IAL's own SELECT list wraps the key/navigation column in an aggregate or set function, like DISTINCT(ORDER_NO), rather than selecting it as a plain column. Change the target navigation column from something like DISTINCT(ORDER_NO) to just plain ORDER_NO in the IAL, and the correct filtered value passes through to the target window's navigation condition correctly.
