A lobby navigation URL with a single $filter condition works fine, but adding a second condition (e.g. an AND clause for the current user) makes the link fail with a malformed-URI error, even though the parentheses all balance correctly.

Answer

Check the case of your OData filter operators — they need to be lowercase (and, or, eq), not uppercase (AND, OR, =). A filter written with uppercase logical operators or a plain '=' instead of 'eq' can look syntactically fine but will fail to parse as a valid $filter when used in a lobby navigation link, even though the same expression might work when typed manually into the page's Advanced Search box afterward.
