Can a Page Designer Visible condition use dynamic date arithmetic (like 'more than a year before today') rather than only a hardcoded static date, so a button's visibility doesn't need manual updating over time?

Not currently — Visible/layout-attribute conditions in the client only support comparisons against static, hardcoded values; dynamic date functions (system date, relative-date calculations, and similar) aren't supported in that condition syntax today. Until that changes, a condition meant to express something like 'closed for over a year' has to be re-entered periodically with an updated hardcoded date rather than calculated automatically.
