No — the Attachments panel is a global, framework-level element rather than a normal page element, and Page Designer doesn't expose a way to hide or configure it per page or per context. If you need to restrict who can use it, that has to be done through the Attachment Panel's own projection-level action permissions instead, not through page configuration.
