I created a Page Designer context that hides fields for a subset of users, published it, and mapped it to a user/group via Context Configuration Mappings, but the user doesn't see any change when they log in. What am I missing?

Try clearing the mapping cache after saving the mapping — context assignments are cached, and a stale cache is a common reason a newly-mapped context doesn't appear to take effect for the target user even though the mapping itself is configured correctly.
