Is it possible for an end user to move a tab to a different position, for example moving the last tab to the first position, on a standard Enterprise Explorer form?

No — reordering an existing standard screen's tabs isn't exposed as an end-user layout or profile setting, by deliberate design, since some forms load certain tabs dynamically depending on which optional modules happen to be installed, meaning tab order could become ambiguous or inconsistent if it were left user-configurable. Tab order can, however, be changed through a genuine customization if that specific reordering is truly needed for a given deployment.
