Is it possible to attach a LOV (list of values) to a standard free-text entry field through application configuration, without creating a custom field instead?

Answer

No — a standard free-entry field can't have a LOV attached to it purely through application configuration; that capability is specific to custom fields (where you can define a reference-type field with its own LOV) or would otherwise require a genuine code-level customization to the standard field. If you need LOV-constrained entry, using a custom field with a reference-type LOV in place of the standard free-text field is the supported route.
