The Attachment panel's position isn't something Page Designer lets you relocate on the page. If the concern is having to scroll to reach it, two built-in mitigations exist instead: clicking the paperclip (attachment) icon in the page header auto-scrolls straight to the Attachment panel, and users can collapse other groups on the page (which persists in their profile across logins) so the Attachment panel becomes visible without scrolling.
