This is controlled by a dedicated System Parameter in the System Parameters window (IEE) rather than anything configured at the database level — adjusting that parameter's value to the desired retention period (e.g. changing it from roughly 30 days to roughly 90 days) changes how old a Streams notification needs to be before the cleanup process removes it.
