The '+' button used to add a command to a list's Command Group is missing on some pages, even though other similar lists show it fine. Where did it go?

On newer IFS Cloud versions, adding a command to some lists' Command Groups has moved from a '+' icon to a 3-dot ('…') menu icon shown just below the list — if the '+' isn't there, check for that 3-dot menu instead before assuming the list doesn't support custom commands at all.
