Where is the 'Maximum Rows' setting located in the application, controlling how many rows a screen will fetch before warning the user?

It's under User Options, on the Server tab — not a separate dedicated screen, which is why it can be hard to find if you're looking for a standalone 'Maximum Rows' option elsewhere in the application.
