This is a client-side font issue — the barcode font the Crystal Report layout depends on needs to be installed on the machine doing the printing (or on whichever machine renders the report), not just embedded in the report design. A user whose machine is missing that font sees the raw numeric/text data the barcode encodes instead of the rendered barcode image; installing the correct barcode font on their machine resolves it.
