Check whether the rule's action is using 'Preselect Property' rather than 'Set Property,' especially if printing from Report Archive — switching from Preselect Property to Set Property is what actually forces the rule's specified value through in this scenario. Preselect Property only suggests a default the user could still override, while Set Property genuinely enforces the specified layout.
