Can a query built in Query Designer be used as the data source for a Quick Report, the way it can be published and consumed elsewhere in IFS Cloud?

No — Quick Reports don't support Query Designer-built queries. The Quick Report Type field still offers a 'Query Builder' option, but selecting it produces an explicit error stating Query Builder-type quick reports are no longer supported; IFS's own documentation on utilizing a published query doesn't list Quick Reports among the supported consumers of a Query Designer query.
