Installing a delivery/fix that includes an updated report layout fails with 'ReportLayoutDefinition.FND_RECORD_NOT_EXIST: The Report Layout Definition does not exist' during layout import, even though the .RDL file itself is present in the delivery folder.

Answer

The underlying Report Layout Definition record needs to exist and be registered before a matching .RDL file can be imported against it — having the .RDL file present in the delivery folder isn't sufficient on its own. Go to the Report Definition navigation window, search for the relevant report ID, and register the missing layout there first. Then right-click the newly registered layout entry to import the actual .RDL file, and separately right-click the report's header to import the associated .XSD schema file and deploy it to the database. Completing this registration step before importing is what resolves the FND_RECORD_NOT_EXIST error.
