Answer
This option is only available for Query Builder-type Quick Reports specifically, not other Quick Report types. In a Query Builder report, it's driven by a field called Row Type, which gets automatically populated when you add fields to your query — this value identifies which Logical Unit the data is coming from, and View Details uses it to determine which IEE window to open when clicked. If there's no corresponding IEE window associated with the LU given in Row Type, the View Details option will be disabled entirely, even in an otherwise-correctly-built Query Builder report — so its absence doesn't necessarily mean something is misconfigured, it may just mean the specific LU involved has no mapped IEE window to jump to.
