Answer

Access to archived reports is enforced by the framework itself: a user can normally only see reports they personally ordered, plus any reports that have been explicitly distributed to them. That distribution happens through Report Distribution Groups (a reusable group of recipients) and/or the Forward functionality available directly in the Report Archive window, which lets an ordered report be pushed to a specific additional user or group after the fact.
